I again asked Mayor today whether he had heard from Dr. Kung at Chungking about Chinese Government approval. He replied no, but that he had consulted Dr. ung himself at Hongkong (in March last I understood?) and had received his unqualified approval of Transit Tax.

2. Nevertheless, with exchange as it was and railway transport also so difficult, he had for the present abandoned his idea of requesting permission from the Hongkong Government to open an office at Kowloon. At the moment but little revenue would be

derived from such an office. He would be glad if the matter might

be considered in abeyance. He thanked me for my good offices.

3. I suggest that Dr. Tung be asked in due course for a reply (see Chungking telegram No.49 paragraph 2) in case the question

revives.

4. I am informing Hongkong Chamber of Commerce in sense of

paragraph 2 above.
